Introduction

India is attempting to convert its design strength into manufacturing capability and supply-chain resilience. This follows the approval of Semicon 2.0 in July 2026 and the sanctioning of 12 projects worth about ₹1.64 lakh crore. The challenge is to secure technology, inputs, skills, infrastructure, and commercially viable production, rather than merely announcing fabs.

How the Semiconductor Value Chain Works

The semiconductor value chain goes from chip conception to fabrication, packaging, and final deployment.

Architecture: Firms define the chip’s function, performance, power, cost, and security requirements.
Design and verification: Electronic Design Automation tools and reusable IP blocks build and test the circuit.
Tape-out: The verified design is released for mask preparation and physical fabrication.
Wafer fabrication creates transistors through hundreds of precision process steps
Deposition, lithography, etching, doping, and cleaning steps form devices and interconnects on silicon or compound-semiconductor wafers. Commercial success depends on yield, utilisation, reliable utilities, process learning, and supplier proximity, not just fab construction.
Assembly and packaging: Dies are cut, connected, protected, and increasingly combined as chiplets.
Testing and deployment: Qualified chips are deployed in vehicles, devices, data centres, industrial systems, and strategic platforms.

Applications

Applications are grouped based on their role in economic infrastructure, the energy transition, and national security.

Digital and Economic Infrastructure

Computing and AI: Processors, memory, and accelerators support cloud systems, data centres, training, and inference.
Telecommunications: Radio-frequency, baseband, optical, and network chips enable 5G and future 6G systems.
Mobility and industry: Microcontrollers, sensors, and power devices enable automation, safety, and electric drivetrains.

Energy and Social Infrastructure

Energy transition: Power electronics manage solar inverters, grids, charging systems, and industrial motors.
Healthcare: Sensors, imaging equipment, wearables, and diagnostic devices depend on reliable chips.

Strategic Systems

Trusted chips are essential to secure defence, space and critical infrastructure
Guidance, communications, surveillance, and satellites require secure and, in some cases, radiation-tolerant devices. This same technology is dual-use, making export controls, traceability, cybersecurity, and rights-respecting deployment necessary.

India’s position is assessed based on its policy architecture, physical capability, and the human and international ecosystem supporting them.

Policy and Financing Architecture

Semicon India Programme (2021): ₹76,000 crore supports fabs, displays, compound semiconductors, packaging, and design.
India Semiconductor Mission: The nodal agency appraises projects and oversees their implementation and ecosystem development.
Semicon 2.0 broadens incentives from capacity creation to ecosystem depth
Approved in July 2026 with an outlay of ₹1,27,500 crore, it covers design, equipment and materials, fabs, ATMP/OSAT, research, and talent. Manufacturing and Design Capability

Twelve approved projects mark a broad but still pre-production manufacturing base

Packaging offers a faster entry point and a pathway into advanced integration
Nine approved units show the scale of India’s ATMP/OSAT build-out. Advanced packaging increasingly affects system performance. It can also seed domestic testing, materials, equipment services, and design co-optimisation.
DLI-supported tape-outs show movement from design proposals to physical prototypes
By March 2026, 24 companies had received support, and 105 applicants had design-tool access. Seven chips emerged from 16 tape-outs, including 12-nanometre designs. Commercial deployment and repeat orders remain the stronger tests.

Talent and International Partnerships

Training scale has expanded, but industrial experience remains the binding gap
The government reported that 85,000 semiconductor engineers were trained in four years, and it targeted one lakh more. Over 250 student-designed chips also widened participation beyond major cities.

Exam use: Cite mission-mode training, then distinguish headcount from experienced process engineers, technicians, faculty, and research leaders.
Trusted partnerships can diversify access while building domestic knowledge
Partnerships with major semiconductor economies can provide capital, equipment, process technology, and standards. Contracts must reward co-development, supplier localisation, and knowledge diffusion, rather than merely capacity without capability.

Challenges and Risks

The constraints are grouped, ranging from commercial production barriers to supply, infrastructure, and governance risks.

Technological and Industrial Constraints

Commercial yield—not installed capacity—determines whether a fab becomes viable
Defect control, process discipline, and utilisation improve through accumulated manufacturing learning. A completed facility can still fail commercially if qualification, yield, or customer demand remains weak.
Technology-transfer limits: Foreign investment may create capacity without transferring core process knowledge or intellectual property.
Capital and fiscal exposure: Large incentives can socialise risk and crowd out alternative public investments.
Rapid obsolescence: Nodes, packaging architectures, and equipment can become commercially mismatched before cost recovery.
Experienced-workforce gap: India needs process engineers, technicians, tool specialists, faculty, and research leaders, not just training numbers.

Supply-chain and Procurement Risks

Concentrated equipment and material chokepoints expose production to external disruption
Lithography, design software, wafers, gases, chemicals, and specialty materials are concentrated among a few countries and firms. The pandemic-era shortage showed how disruption in limited production centres can halt automobile and electronics assembly worldwide.
Export-control exposure: Technology blocs can restrict equipment, IP, talent access, and markets.
Trusted-procurement deficit: Counterfeit or maliciously modified components can compromise critical infrastructure.
Lifecycle risk: Strategic systems require traceable replacements, long-term support, and obsolescence planning.

Infrastructure and Environmental Constraints

Reliable power: Fabs require uninterrupted, high-quality electricity and resilient backup systems.
Ultrapure-water demand can convert industrial policy into local basin stress
Fab siting must evaluate water sources, recycling rates, and competing community or agricultural demand. Public appraisal should disclose water, energy, chemical handling, and waste-treatment plans.
Chemical and waste control: Traceable handling and treatment are essential for worker and environmental safety.
Centre–state execution: Land, utilities, and local infrastructure are state-dependent, while strategy and fiscal support are national.

Security, Regulatory and Ethical Risks

Hardware cybersecurity: Tampering, hidden vulnerabilities, and insecure firmware can undermine critical systems.
Dual-use governance: Commercial advances can strengthen military, cyber, and surveillance capability.
Incentive opacity can conceal weak value addition and transfer public risk
Support should be milestone-based and tied to construction, tool installation, qualification, production, yield, skills, and domestic suppliers. Transparent reporting and clawbacks can protect public funds when projects miss agreed outcomes.

Way Forward

The strategy should build commercially durable capability, deepen knowledge and inputs, and secure responsible supply chains.

Build Commercial Capability

Select strategic segments: Prioritise mature nodes, power electronics, compound semiconductors, secure chips, and advanced packaging.
Measure outcomes: Track yield, utilisation, domestic suppliers, patents, exports, and skilled employment, not just announcements.
Use advanced packaging as a bridge to higher-value system capability
Invest in chiplets, heterogeneous integration, high-bandwidth memory integration, and thermal management. This builds on India’s packaging base while connecting design, testing, materials, and system engineering.

Deepen Inputs, Research and Skills

Own more design: Expand EDA access, prototyping, shared IP, patient capital, and deployment-linked procurement.
Localise upstream inputs: Develop specialty chemicals, gases, substrates, components, equipment services, and maintenance capacity.
Create research consortia: Connect universities, C-DAC, public laboratories, startups, and firms through shared fabrication access.
Build a talent pyramid: Combine degrees with apprenticeships, technicians, fab internships, faculty development, and expert mobility.

Secure Responsible Supply Chains

Implement NITI Aayog’s 2035 pathway through five mutually reinforcing levers
The 2026 roadmap organises action around pioneering, policy and investment, production, people, and partnerships. Its value lies in connecting technology choice with finance, skills, domestic demand, and global integration. Official roadmap
Use trusted partnerships: Seek co-development, supplier diversification, reciprocal access, and knowledge transfer.
Develop trusted procurement: Require secure design, component traceability, testing, certification, and lifecycle support.
Make fabs resource-responsible: Mandate high water recycling, cleaner power, chemical traceability, and public reporting.
Review technology cycles: Shift support when segments lose strategic or commercial relevance.
