The Telecom Manufacturing Zone (TMZ) is an integrated, plug-and-play industrial cluster model designed to bring telecom and electronics manufacturing, R&D and allied activities together at a single site, run through a Centre-state Special Purpose Vehicle (SPV).

Basic Details

  • Nodal Body: Department of Telecommunications (DoT), in partnership with state governments.
  • Implementation Model: A dedicated SPV per zone, with equity split between the state government and DoT.
  • First Zone: India's first TMZ was established at Gwalior, Madhya Pradesh, under an MoU signed on 30 July 2026, with the state holding 51% equity and DoT 49%.

  • Full Value-Chain Coverage: Spans the entire telecom value chain — mobile devices, optical fibre, semiconductor technologies, and 5G/6G R&D.
  • Shared Infrastructure: Hosts common R&D centres, testing laboratories and certification facilities for indigenous telecom products.
  • Investor Incentives: Offers capital subsidies on Eligible Fixed Capital Investment, employment-generation assistance, skill-development support, and export freight subsidies.
  • Scheme Synergies: Designed to complement the India Semiconductor Mission (ISM), Electronics Components Manufacturing Scheme (ECMS), and Telecom Technology Development Fund (TTDF).

Significance

  • Atmanirbhar Bharat in Telecom: Aims to shift India from a telecom services provider toward a telecom product manufacturer.
  • Import Substitution: Intended to reduce import dependence on critical telecom equipment such as routers, antennas, optical fibre and chips.
  • Template for Future Zones: The Gwalior TMZ is envisaged as a replicable model for further zones in other states.
