Why in the News?

The Department of Telecommunications (DoT) and the Government of Madhya Pradesh signed a Memorandum of Understanding (MoU) on 30 July 2026, at Vigyan Bhawan, New Delhi, to set up India's first integrated Telecom Manufacturing Zone (TMZ) at Gwalior. It is envisaged as a 350-acre, plug-and-play industrial cluster bringing telecom and electronics manufacturing, R&D, and allied activities together at one site.

Basic Details

  • Location: Gwalior, Madhya Pradesh.

  • Structure: To be run through a Special Purpose Vehicle (SPV), with 51% equity held by the Government of Madhya Pradesh and 49% by the DoT.

  • Central Funding: The Central Government is providing 100% funding for Phase-I core infrastructure, an allocation of ₹493 crore.

  • State Contribution: Madhya Pradesh is providing about 170 acres of land free of cost, worth roughly ₹596 crore combined across the SADA region and Gwalior IT Park.

Salient Features

  • Full Value Chain: Covers the entire telecom value chain — mobile devices, optical fibre, semiconductor technologies, and next-generation 5G/6G R&D.

  • Shared Infrastructure: Will host dedicated R&D centres, common testing laboratories, and certification facilities for indigenous telecom products.

  • Investor Incentives: Includes a 50% capital subsidy on Eligible Fixed Capital Investment (up to ₹200 crore), employment generation assistance, skill-development support, and a 50% freight subsidy on exports.

  • Anchor Investors: Anchored by companies including Dixon Technologies, HFCL, Tejas Networks, VVDN, and Syrma SGS. An investor roundtable held alongside the MoU drew committed investment of about ₹3,500 crore and 14,000 jobs.

  • Scheme Synergies: Designed to work alongside the India Semiconductor Mission (ISM), Electronics Components Manufacturing Scheme (ECMS), and Telecom Technology Development Fund (TTDF).

Significance

  • Atmanirbhar Bharat in Telecom: Aims to shift India from being a telecom service provider to a telecom product manufacturer, with total investment of ₹12,000-15,000 crore and about 14,000 direct jobs projected over time.

  • First of Its Kind: India's first SEZ-like integrated zone combining design, R&D, testing, and manufacturing for telecom under one roof.

  • Import Substitution: Expected to reduce import dependence on critical telecom equipment such as routers, antennas, optical fibre, and chips, strengthening domestic supply chains and telecom security.
