Introduction

India’s National Perspective Plan (NPP) has identified 30 inter-basin links, but the Ken–Betwa Link Project remains the only priority link under implementation. The policy question is therefore not whether a canal can move water, but whether a source basin has dependable water after its own needs, ecological flows and dry-year risks are met. Every viable link must pass this hydrological, federal and social test.

Physical or Locational Characteristics

The plan is organised by river-system geography. The two components differ in the countries, States and types of rivers they must connect.

National Perspective Plan components

14 Himalayan links combine water transfer with transboundary river management
The Himalayan component covers 14 proposed links in the Ganga–Brahmaputra system. Kosi–Mechi, Kosi–Ghaghra and Gandak–Ganga, for example, involve basins shared with Nepal. Storage, flood management and dry-season transfer therefore need diplomatic arrangements as well as domestic technical approval. 16 Peninsular links connect distinct monsoon-driven river basins
The Peninsular component includes the Mahanadi–Godavari–Krishna–Pennar–Cauvery corridor, west-flowing rivers and central Indian basins. It is mainly an inter-State exercise, but it involves different rainfall regimes, existing dams and competing irrigation claims. The geography matters: a physical canal may be one project, while its water-sharing rules affect several States and downstream reaches.

Ken–Betwa as the geographical anchor

Ken and Betwa are Yamuna tributaries across Madhya Pradesh and Uttar Pradesh
The link transfers water from the Ken system to the Betwa system for Bundelkhand, a drought-prone region spanning Madhya Pradesh and Uttar Pradesh. The project’s location makes it a useful Mains case: it is not a transfer from a Himalayan “surplus” basin to a distant southern basin, but a basin-level intervention within the Yamuna system. The official project design includes Daudhan Dam, a link canal, Lower Orr Project, Kotha Barrage and Bina Complex Multipurpose Project. Cabinet approval, 2021.
Priority links show India has several region-specific water-transfer problems
The current priority set includes Ken–Betwa, the Modified Parbati–Kalisindh–Chambal (PKC) project, and three Godavari–Cauvery sub-links. PKC concerns Madhya Pradesh and Rajasthan; the Godavari–Cauvery proposal concerns Telangana, Andhra Pradesh, Tamil Nadu and Puducherry. Planning and Implementation Process

A link should move only after stronger evidence is added at each stage. The sequence below distinguishes a planning framework from a sanctioned and operating project.

Studies have progressed unevenly across the 30 proposed links
As of December 2025, the Government reported Pre-Feasibility Reports for all 30 links, Feasibility Reports for 26 and Detailed Project Reports for 13. The gap is important: a pre-feasibility study identifies a possibility; it does not demonstrate affordability, social acceptability or reliable source water. After more than four decades of the NPP, this pipeline itself cautions against presenting the programme as a ready national water grid. Department of Water Resources status note, 2025.
State agreements are a substantive project condition, not a formality
For Ken–Betwa, the Union Minister for Jal Shakti and the Chief Ministers of Madhya Pradesh and Uttar Pradesh signed an agreement on 22 March 2021. For Modified PKC, the Department of Water Resources records an MoU for the DPR and an MoA for implementation among the Union, Madhya Pradesh and Rajasthan. These agreements must settle water shares, land and forest responsibilities, cost sharing, beneficiary areas and drought-year operations before construction creates irreversible claims. Clearances must examine environmental and social effects before works begin
The Department of Water Resources states that an Environmental Impact Assessment is undertaken during feasibility and DPR preparation for each ILR project. For Ken–Betwa, the EIA is complete, environmental clearance has been granted, and the project has an Environmental Management Plan and an Integrated Landscape Management Plan. The later operating conditions matter as much as the clearance: the project authority must show that habitat, corridor and rehabilitation commitments are actually met. Distribution and Implementation Status

Implementation is concentrated in a few links, while the rest remain at study, agreement or appraisal stages. These differences are answer-ready evidence of the programme’s practical constraints.

Links that illustrate the programme’s current status

Ken–Betwa is the only priority NPP link in implementation
The December 2025 official status note identifies Ken–Betwa as the only priority NPP project that has entered implementation. Its estimated cost is ₹44,605 crore, with ₹39,317 crore in central support through the Ken–Betwa Link Project Authority. Its completion is scheduled for 2030, and the Daudhan Dam work has been awarded. Godavari–Cauvery remains a proposal shaped by State consensus
NWDA has prepared a Technical Feasibility Report, draft DPR and draft MoA for an interim Godavari–Cauvery proposal involving a transfer of about 4,189 MCM. The proposal combines three sub-links: Godavari–Krishna, Krishna–Pennar and Pennar–Cauvery. The fact that these documents remain draft underlines the difference between engineering preparation and politically agreed implementation. Department of Water Resources status note, 2025.
Netravati–Hemavati shows that a donor basin’s status can change
The Ministry of Jal Shakti states that further studies on the Netravati–Hemavati link were not taken up after Karnataka implemented the Yettinahole project and no surplus water remained in the Netravati basin for diversion. This is stronger than a generic warning about uncertainty: a planned link lost its assumed donor water because another project changed basin availability. Every link must therefore use updated dry-season flow, existing commitments and climate-risk data. Official project list, 2025.
Polavaram–Krishna demonstrates that water connectivity alone is not a national solution
Water connectivity in the Godavari (Polavaram)–Krishna (Vijayawada) link canal has been established under the Andhra Pradesh-led Polavaram project. It shows that a State-specific transfer can be physically executed. It does not prove that every NPP link is viable, because each link has its own source reliability, downstream impacts, inter-State commitments and social costs. Economic and Ecological Significance

The case for a link rests on dependable, delivered benefits in a deficit region. Those benefits are real only if command-area use, downstream flows and local water systems remain viable.

Direct water-security and development gains

Ken–Betwa targets irrigation, drinking water and renewable power in Bundelkhand
The project is designed to provide annual irrigation to 10.62 lakh hectares, drinking water to about 62 lakh people and 103 MW of hydropower; the approved design also includes 27 MW of solar power. These are large potential gains for a drought-prone region. However, the Government itself notes that the project should not be claimed to eliminate drought completely; it can improve water security and drought resilience in its command area. Reliable irrigation can reduce rainfall risk only when command systems deliver water efficiently
Assured canal supply can stabilise crops and reduce dependence on erratic rainfall, but created irrigation potential is not the same as utilised potential. NITI Aayog’s water-resources chapter recorded 112.5 million hectares of irrigation potential created against 89.3 million hectares utilised in 2012, and described low surface-water irrigation efficiency. A link should therefore finance field channels, on-farm efficiency, crop planning and farmer institutions, not only the dam and canal. NITI Aayog, Strategy for New India.
Shared infrastructure can create predictable allocation across States
A carefully designed link can give source and recipient States common data, scheduled releases and a forum for joint reservoir operation. This can lower uncertainty for irrigation, drinking water and power planning. The institutional benefit does not arise from the canal by itself; it arises when the operating agreement specifies normal-year shares, drought-year cuts, ecological releases, monitoring and consequences for non-compliance.

Ecological conditions for claiming a benefit

Flood moderation is conditional, not an automatic outcome of inter-basin transfer
A reservoir and canal can moderate a defined flood peak only when the reservoir has available storage, the receiving basin can safely take water and operations anticipate the event. They cannot absorb every extreme rainfall event or compensate for encroached floodplains and blocked local drainage. Floodplain zoning, watershed treatment and forecast-based reservoir operation must remain part of the flood strategy.
Ecological flows protect the river functions that a transfer can otherwise impair
Diversion changes the amount and timing of water downstream. If releases ignore ecological-flow needs, river channels, wetlands, fisheries, groundwater recharge and sediment movement can be impaired even when the transfer volume looks small on an annual average. This is why each DPR needs seasonal flow analysis, not merely an annual “surplus” figure, and why operations must publicly report releases in normal and dry years.
Landscape safeguards turn a water project into a conservation responsibility
For Ken–Betwa, the Government has created an Integrated Landscape Management Plan to improve habitat quality and maintain corridors between protected areas for tigers, vultures and gharials. A Greater Panna Landscape Council, chaired by the Madhya Pradesh Chief Secretary, has been constituted to implement it. The case shows the correct principle: mitigation must protect the wider landscape over time, not merely compensate for land on paper. Department of Water Resources status note, 2025.

Associated Issues

The main risks begin before construction, with weak source-water assessment, and then deepen through ecological loss, fiscal burden and unequal distribution of costs. The sub-sections follow that sequence.

Hydrological and technical risks

Annual averages can mask dry-season scarcity and competing claims
A basin can appear to have surplus annual runoff yet face low lean-season flows after existing irrigation, drinking-water commitments, groundwater stress and ecological needs are counted. Climate variability makes this calculation more difficult because donor and recipient basins may both face shortages in the same drought year. The Netravati–Hemavati case is the practical warning: completed or sanctioned projects can consume the water that a proposed link once assumed was available. Official project list, 2025.
Long canals reduce the water actually delivered to farms and towns
Open reservoirs and canals can lose water through evaporation, seepage and operational leakage; pumping can also add an energy cost. The relevant comparison is not gross water diverted but water delivered at the farm outlet or city treatment plant, after losses and maintenance. Appraisal should compare that delivered-water cost with watershed restoration, aquifer recharge, reuse, micro-irrigation and leak reduction.
Inter-basin transfers can carry pollution and alter water quality
A receiving reservoir does not automatically dilute contaminated inflows safely. Transfers can change nutrient balance, invasive-species exposure and the quality of water available to downstream users. Basin water-quality monitoring and treatment obligations must therefore sit beside volume calculations; a canal should not become a route for moving pollution between river systems.

Federal, legal and fiscal risks

Constitutional powers are divided, while river impacts cross State borders
Entry 17 of the State List covers water, subject to Entry 56 of the Union List for regulation and development of inter-State rivers and river valleys in the public interest. Article 262 allows Parliament to provide for adjudication of inter-State water disputes, and the Inter-State River Water Disputes Act, 1956 provides one route. These provisions enable coordination and adjudication; they do not remove the political need for States to agree on source-water, benefit sharing and drought rules. State consensus remains the binding constraint on the NPP
The Department of Water Resources calls consensus-building among States the most challenging task and a source of delay in ILR implementation. The need for separate MoUs and MoAs around projects such as Modified PKC confirms that project preparation cannot substitute for political agreement. A durable compact must set shares, costs, release rules and a dispute-resolution mechanism before major construction begins. Department of Water Resources status note, 2025.
High capital costs can crowd out smaller water-security investments
Ken–Betwa’s sanctioned cost is ₹44,605 crore at 2020–21 prices. The Government reported expenditure of ₹12,445.85 crore up to July 2026. Such projects need transparent lifecycle costing: land acquisition, rehabilitation, forest mitigation, canal maintenance, power use and command-area works should be compared with the water and livelihood benefits actually delivered. Environmental and social risks

Forest diversion can fragment a protected landscape even with mitigation
For Daudhan Dam and allied Ken–Betwa works, the Ministry of Jal Shakti reported 17,101 trees identified for felling in Madhya Pradesh, including 12,404 within Panna Tiger Reserve forest. The ecological issue is not only the tree count. Construction, submergence and new corridors can fragment habitat and alter the river system used by species such as tiger and gharial. Rehabilitation cannot be reduced to compensation for acquired land
The July 2025 reply recorded about 7,193 project-affected families at the Section 11 notification stage for Ken–Betwa. A 2026 Ministry of Tribal Affairs reply, referring to the Phase-I R&R proposal, identified 1,913 affected families with a population of 8,339, including 648 Scheduled Tribe families. The figures arise from different stages and scopes, but together they show why authorities must publish a single updated register and restore housing, land, commons, forest access and livelihoods—not only cash compensation. Forest-rights compliance and consultation must precede diversion of forest land
The Ministry of Tribal Affairs states that Stage-II approvals for Ken–Betwa require implementation of the R&R plan and compliance with the Forest Rights Act, 2006 before forest land is handed over. It also points to Section 4(5) of the Act: eligible claimants cannot be evicted until recognition and verification are complete. This provides a concrete rights-based test for project sequencing. Local opposition can reveal unaddressed basin and livelihood questions
The linked WayToIAS editorial summary uses the Pamba–Achankovil–Vaippar proposal and the Ken–Betwa debate to show why consultation cannot begin after design choices are fixed. It also recalls earlier transfers to caution against treating a historic canal as proof that every new link has adequate water or social legitimacy. Use this as an example of how a specific editorial argument enters a broader Mains dimension: federal consent, local ecology and demand management.

Government Measures / Way Forward

India should not choose between a national canal network and no infrastructure. It should approve only those links that outperform local alternatives under transparent, basin-scale and rights-based tests.

Evidence-based project design

Revalidate donor-basin water before DPR approval and at every major project stage
Use updated seasonal flow records, existing and sanctioned withdrawals, groundwater conditions, climate scenarios and a non-negotiable ecological-flow reserve. Make the full water balance public and independently reviewed by source and recipient States. Require cumulative environmental assessment and measurable ecological safeguards
Assess the combined effect of dams, canals, existing projects and upstream withdrawals on river flows, wetlands, sediment, forests and wildlife corridors. For Ken–Betwa, the existing Integrated Landscape Management Plan and Greater Panna Landscape Council provide an institutional starting point. Their monitoring should publish corridor condition, species indicators, environmental-flow compliance and remedial action—not only clearance status. Department of Water Resources status note, 2025.
Compare each link with a portfolio of decentralised water options
The DPR should compare delivered water, cost and ecological impact against rainwater harvesting, watershed treatment, tank restoration, aquifer recharge, wastewater reuse, canal modernisation and micro-irrigation. NITI Aayog notes that India had a wide gap between irrigation potential created and utilised in its 2012 reference year; improving existing systems can often create water security faster than a new transfer. Cooperative and accountable river-basin governance

Turn State MoUs into enforceable operating compacts
Every compact should specify normal-year and drought-year allocations, reservoir rule curves, ecological releases, benefit and cost sharing, data standards, joint inspection and a time-bound dispute process. A tribunal can settle a dispute, but it cannot run a reservoir every monsoon. Public dashboards should disclose inflows, releases, command-area delivery, compensation and compliance so that the agreement remains credible after a change in government.
Strengthen river-basin institutions and water regulation
NITI Aayog recommends integrated river-basin management, early establishment of river-basin organisations for major basins and State-level water-regulatory frameworks. These institutions can connect surface water, groundwater, demand, quality and ecology in one decision system. Rights-first implementation and learning before scale-up

Complete rehabilitation and forest-rights obligations before irreversible works
A project authority should maintain a verified public list of affected families, land and forest-rights claimants, compensation paid, resettlement sites, livelihood restoration and grievance outcomes. The Ministry of Tribal Affairs has already linked Stage-II approval to R&R implementation and Forest Rights Act compliance in Ken–Betwa. Use Ken–Betwa as a transparent performance test before expanding the programme
Publish annual, independently audited indicators: water released, irrigation actually achieved, drinking-water connections, ecological-flow compliance, habitat outcomes, affected-family rehabilitation and cost escalation. Expand to another link only when these indicators show that the claimed water-security gain has materialised without shifting unacceptable costs to the source basin or displaced communities. This turns the first implementation project into evidence for, rather than assumption behind, later decisions.
