GS-III — Conservation, environmental pollution and degradation.

Introduction

On 31 August 2026, a Supreme Court-appointed High-Powered Committee said the Aravallis cannot be mapped through one height-based test. It proposed an ecosystem landscape approach that includes forests, water systems, biodiversity, connectivity and livelihoods. The issue is important because a weak definition can remove ecological protection from large parts of a fragile landscape.

Legal and Policy Framework

The legal framework combines environmental regulation, forest protection and court-led review. The points below move from the general law to the current Aravalli process.

  • Environment (Protection) Act, 1986, Section 3: It allows the Union government to take measures to protect and improve the environment.
  • Aravalli Notification, 1992: It restricts specified activities in notified Aravalli areas of Haryana and Rajasthan.
    The notification was issued under the Environment (Protection) Act. It shows that Aravalli protection is not only a mining issue. It also concerns land use, construction and ecological degradation in notified areas.
  • Supreme Court review: The Court formed a five-member High-Powered Committee on 25 May 2026 for an independent scientific assessment.

International Conventions and Commitments

Aravalli restoration supports India’s land and ecosystem commitments. These commitments do not replace domestic protection, but they give restoration a wider policy basis.

  • UNCCD and land restoration: India has committed to restore 26 million hectares of degraded land by 2030.
  • Kunming-Montreal Global Biodiversity Framework: Its ecosystem-restoration and connectivity goals support landscape-level conservation.

Threats and Drivers of Degradation

The main threats arise from poor identification of the landscape and from land uses that fragment it. They are arranged from the governance failure to its ecological effects.

Definition and Land-Use Risks

  • Single-threshold mapping: A height-only test can leave low hills, valleys and connecting land outside protection.
    The committee said a single terrain measure cannot capture the full ecosystem. The Forest Survey of India had warned that a 100-metre threshold could exclude nearly 90% of the Aravalli hills, according to the committee’s reported record.   • Mining and construction pressure: Quarrying, roads and real-estate expansion can fragment habitats and damage slopes.

Ecological Risks

  • Desertification and dust: Degradation weakens a natural barrier that limits the eastward spread of desert conditions and dust.
  • Water insecurity: Loss of vegetation and fractured terrain reduces local recharge and raises pressure on groundwater-dependent settlements.
  • Habitat fragmentation: Isolated forest patches cannot sustain the same biodiversity or wildlife movement as a connected landscape.

Conservation Measures

Conservation must protect the whole ecological system, not only visible hilltops. The measures below combine scientific mapping, regulation and restoration.

  • Aravalli Ecosystem Landscape: The High-Powered Committee proposes mapping forests, water systems, biodiversity, connectivity and livelihoods together.

  • Restoration and recharge: Native vegetation, soil conservation and watershed work can restore degraded slopes and recharge zones.
  • Landscape connectivity: Wildlife corridors and low-lying ecological links need protection along with forest patches.

Way Forward

The next steps should convert the scientific exercise into enforceable land-use decisions. They follow the sequence from mapping to regulation and public accountability.

  • Scientific baseline: Publish a peer-reviewed map with clear datasets, parameters and limits.

  • Ecological zoning: Mark core habitats, recharge areas, corridors and already-degraded land before deciding permitted activities.
  • Inter-State coordination: Rajasthan, Haryana, Delhi and Gujarat need compatible maps, mining controls and restoration plans.
